STATE BOND COMMISSION APPROVES $3.7 MILLION FOR CHERRY STREET DEVELOPMENT PHASES III AND IV IN THE WEST END

CHERRY STREET PROGRESSES TO BUILDING ON HANCOCK AND RAILROAD AVENUES

BRIDGEPORT, CT – Mayor Ganim applauds the action of the Connecticut Bond Commission for approving $3.7 million in bonding for phases III and IV of the Cherry Street Development project today.  This funding will finance the investigation, remediation and abatement to support these next two phases of development.   Phases III and IV of this expansion are part of an adaptive re-housing and new-construction commercial development project.

“Years ago, I talked about this area being a visual gateway to Bridgeport. This project’s impact on our visual skyline is only matched by the tangible growth felt in the West End.  The additional support from the State will go a long way toward continuing that progress. I thank Governor Lamont for helping to advance economic development in the Park City,” said Mayor Ganim.

The Cherry Street Loft development project has already completed the remediation and renovation of a six-story affordable housing building for residential tenants.  The property is now also home to the Great Oaks Charter School.  Earlier this year the City of Bridgeport, state delegation, Corvus Capital Management, and NuPower LLC celebrated the installation of Doosan 440w fuel cell which now supplies the property with clean renewable baseload energy, making the neighborhood more resilient, improving the environment, and lowering tenant utility costs.

Of course, it’s available to individuals that qualify in Phase 1a but as soon as we receive guidance from the State, we’ll continue distribution as fast and as much as we can. BRIDGEPORT OFFICIALS PROVIDE COVID-19 VACCINE UPDATE TO INCLUDE RESIDENTS 75+

CITY OF BRIDGEPORT WEBSITE & LINKS TO “VAMS” FOR VACCINE REGISTRATION

BRIDGEPORT, CT – City officials report that Bridgeport residents 75 years of age or older are now eligible to register themselves for an appointment to receive the COVID-19 vaccine.  This update comes as part of the Governor’s announcement today that the state is transitioning to Phase 1B.  The City of Bridgeport Health Department is following eligibility phases as directed by the state.

All eligible persons receiving the COVD vaccine are first directed to register in “VAMS.”   What is VAMS?    VAMS is the CDC’s Vaccine Administration Management System, an online program that supports planning and enrollment for vaccination clinic management.  This is the national system that all states are using to register their residents for the vaccine.

How can Bridgeport residents 75 years of age and older register for an appointment?

The State of CT has provided the following means for residents to register for an appointment:
Online: Access the form online at ct.gov/covidvaccine  to schedule an appointment through the web-based Vaccine Administration Management System (VAMS).
Telephone: Those without internet access can call Connecticut’s COVID Vaccine Appointment Assistance Line at 877-918-2224.  The phone system was created to provide support for eligible vaccine recipients who have limited technology access, or who have language, disability, or other barriers that could prevent them from using existing self-scheduling options successfully. The line is available Mondays through Fridays from 8am - 4:30pm and will offer a call-back option when specialists are busy serving other callers.
The Governor followed up in his release this afternoon stating that “the most vulnerable populations within phase 1b are prioritized and directed the Connecticut Department of Public Health to begin the phase by prioritizing the vaccine for persons over the age of 75 in the first wave. As supply increases and a significant portion of individuals over 75 have received the vaccine, phase 1b will open up to include more of the population.”

Bridgeport officials will continue to provide residents with updates as more of our community becomes eligible for the vaccine. The city has established webpages to assist residents with COVID Vaccination information, eligibility, as well as links to register for the vaccine at “GetVaxBPT.com”

“Bridgeport Senior Center staff members are reaching out to member-residents 75+ to assist in the registration process.   We understand that there may be delays in submitting a registration or in receiving a confirmation from the VAMS registration program,” stated Mayor Ganim. “We urge patience as the state continues to address the volume of applicants.”

The Mayor added, “Until it is time for your vaccine, remember to wear your mask, social distance, and get tested often.  Do it for yourself, your family, our community - continue to protect against the spread of COVID-19.”    Community testing sites can be found here GetTestedBPT.com

CITY OF BRIDGEPORT ACTIVATES MEDICAL RESERVE CORP FOR COVID RESPONSE AND MASS VACCINATION CLINICS

EOC DIRECTOR APPLEBY ADMINISTERS OATH FOR TEN MEDICAL RESERVE CORP VOLUNTEERS TO STRENGTHEN RESPONSE TO COVID

BRIDGEPORT, CT – Emergency Operations Center Director Appleby administered the “Loyalty Oath” for ten new Medical Reserve Corps volunteers this week.  Immediately following the ceremony, the sworn-in members began assisting the Department of Health at the “mass vaccination clinic” hosted at Central High School on Wednesday where 200 vaccines were administered to eligible, registered individuals.

Director Appleby stated, “I’m proud of the MRC volunteers that have been sworn in along with existing Bridgeport volunteers who have stepped up and are joining our community response to the COVID-19 pandemic.  With the additional boots on the ground, we will be able to continue to expand our outreach along with availability of vaccines to protect the health of our community.”

Today, the Central High School vaccination clinic was staffed by a total of fourteen Medical Reserve Corps (MRC) volunteers, five Community Emergency Response Team (CERT) volunteers, as well as the Bridgeport Health Department and clinical staff who were responsible for administering the actual vaccines.  The joint effort resulted in the well-organized process for individuals to attend the site and participate in the distribution of two-hundred vaccines.   Eligible individuals who received the vaccine are Phase 1a and 1b, which includes persons 75+ that registered for an appointment through the Vaccine Administration Management System (VAMS).

Regional Emergency Management Coordinator for CT Department of Emergency Services and Public Protection, Robert Kenney, Jr. stated, “As the ongoing COVID-19 Pandemic continues to have a significant impact on our public health and healthcare systems, as well as our State and municipal government emergency services, we cannot overstate the importance of community volunteers that have also answered the call.  Two groups that have been extremely active are Community Emergency Response Teams (CERT) and Medical Reserve Corps (MRC).   Within the 14 municipalities that make up CT DEMHS Region 1, there exists 10 local CERT teams and 6 local MRC units. These teams fall under the control of local emergency management, and in the case of the MRC, the local public health director.  Since the beginning of the pandemic in March of 2020, these teams have collectively been activated over 150 times, representing thousands of volunteer hours.  Their members have supported multiple missions at the local level, to include call taking, EOC operations, assisting with testing sites, food deliveries, and many other assignments as determined by the local municipality.  Many thanks to the members of these teams for the countless hours they are providing during this pandemic.”

The Bridgeport MRC unit is recognized as part of the White House’s USA Freedom Corps initiative and the Department of Homeland Security’s Citizen Corps. One of the primary goals of the Bridgeport MRC is to recruit medical and non-medical volunteers with various skills to assist the health department during public health emergencies and times of community need.

Individuals that are interested in becoming a Bridgeport Medical Reserve Corps volunteer may visit bridgeportct.gov/Volunteer.

BRIDGEPORT, CT – Mayor Ganim joined Mayors from around the world for a conversation with His Holiness the 14th Dalai Lama.  Hosted by the Strong Cities Network (SCN) and the U.S. Conference of Mayors (USCM), the meeting focused on how compassion can create peaceful societies as well as universal human values and a sense of oneness during times of crisis.

Mayor Ganim stated, “It was an honor last evening to join Mayors from around the world for a discussion with the Dalai Lama. As Mayors that serve around the world, he asked that we carry his message of unity and compassion.”

Mayor Ganim stated, “I want to thank our Fire Department for stepping up.   Qualified BFD members volunteered to support the health department to administer the vaccine to eligible registrants.  We appreciate their efforts as we increase the number of people in place to help get the vaccine to our residents.”

Of his firefighters and their commitment, Chief Thode added, “It’s in a firefighter’s DNA to want to help.  I am so proud of the members who have stepped up to serve the public.  Whether it’s a fire, tragic accident, medical emergency, or in this case – a virus, Bridgeport firefighters are in the life saving business.”

During the snow emergency, residents must move their cars off snow emergency streets and heed alternate side of street parking on all other roads.
Snow emergency streets are marked with white signs with red lettering. A list of snow streets can be found on the City’s website by clicking here or the full link: http://www.bridgeportct.gov/content/341307/341423/342861/342870.aspx.

Cold and dry weather will follow for the weekend. For more information, visit bridgeportct.gov/snow

MAYOR GANIM ENCOURAGED AS AVAILABLE FUNDING SUPPORT SEEMS POSSIBLE FROM FEDERAL GOVERNMENT FOR WPCA INFRASTRUCTURE PROJECT

Bridgeport CT – Today, Mayor Ganim announced that he is encouraged by what he heard at the Water Council Meeting hosted by the United States Conference of Mayors.   Federal representatives present at the Council Meeting explained that the existing American Relief Bill provides funding opportunities that are a probable means for the City of Bridgeport to seek funding support.  In addition, the current “American Jobs Plan” includes legislation that would provide funding opportunities specifically to improve infrastructure, like Bridgeport’s Water Treatment Plant.  The bill has been cited to include “quality of life infrastructure” for cities and towns across the country to promote residential assets.

The estimated $395 million WPCA infrastructure improvement project at the West End Wastewater Treatment Plant is the single-largest bonding project that the City Council has approved in the history of Bridgeport.   The improvements will reduce the high levels of nitrogen discharged into Long Island Sound, Johnson Creek, and other waterways.   In addition, upgrades and design improvements of the West End Wastewater Treatment Plant will increase capacity from 80 million gallons per day to 200 million gallons per day, drastically reducing the number of bypass events and combined sewer overflows each year due to heavy rainfall. These upgrades will also make it possible for the City of Bridgeport to satisfy CT DEEP requirements and ensure continuous operation of the plant while improving sustainability.

Mayor Ganim stated, “This WPCA project will provide a much-needed upgrade for our city infrastructure, it will also result in immediate jobs, and residents will experience better quality of our waters and environment.  While there are many benefits to this project moving forward, we are seeking every avenue to ensure that the cost does not put an undue burden on ratepayers.”

CITY OF BRIDGEPORT PARTNERS WITH AMERICAN MEDICAL RESPONSE, LAUNCHES “EARN WHILE YOU LEARN” PROGRAM

Bridgeport, CT -- Today, Mayor Ganim, Fire Chief Thode, Deputy Fire Chief Edwards, and Office of Emergency Management and Homeland Security representatives joined American Medical Response (AMR) to announce the inaugural Earn While You Learn (EWYL) Academy in the City of Bridgeport.

AMR’s award-winning Earn While You Learn program is designed to ease the transition for those wanting to become EMS professionals. The innovative program provides participants with on-the-job training and certification courses to become emergency medical technicians (EMTs). After successful completion of the program, participants will work a regular part-time schedule for at least one year and receive the opportunity of full-time employment with AMR as positions become available.

The students accepted into the program will be paid for their participation in class and field training. AMR will also cover all costs related to obtaining EMT certification -- including books, AHA training, testing, and license certification fees.

Mayor Ganim stated, “We are very excited to launch the “Earn While You Learn” program with AMR in Bridgeport.  This model and partnership will begin to benefit participants in an immediate and meaningful way as they develop life-saving skills while earning a paycheck. AMR has created a great opportunity for individuals to reimagine their careers, become an EMS professional, and join the ranks of our first responders.”

Fire Chief Thode stated, “The Bridgeport Fire Department works closely with AMR day in and day out, saving lives and serving the community of Bridgeport. A career in emergency services, working as a First responder, is the most rewarding and fulfilling occupation anyone can have. This unique program allows people to acquire life-saving training and skills as a first step towards that goal.”

“Too often, talented people want to become EMTs but are not able to take time without pay to be trained. The Earn While You Learn program offers Bridgeport residents who want to answer the call to service a way to make a career in EMS more accessible by alleviating the income barrier,” stated Mike Turcio; AMR Manager of Clinical Services for Connecticut. “This program will allow for more Bridgeport residents to launch a new, rewarding career, and we are grateful to Mayor Ganim and the City for their partnership on this inaugural Earn While You Learn Academy in Bridgeport.”

Participants must be at least 18 years of age, with a valid driver’s license and high school diploma or GED. The Academy is part time in the evening during the week, with occasional weekends, and lasts 10 weeks.

Applications are now available here and open until May 1, 2021. The Academy is slated to begin on June 14, 2021.

MAYOR GANIM, USCM GUN SAFETY CONSORTIUM ENCOURAGES INNOVATION TO REDUCE CRIME AND PREVENT FIREARM-RELATED INCIDENTS

BRIDGEPORT, CT – Today, Mayor Ganim joined the United States Conference of Mayors (USCM) Gun Safety Consortium with almost six-hundred local officials from throughout the country to discuss issuing a Request for Proposals (RFP) seeking private entities to manufacture or create safety products that gun owners can use to secure their firearms, prevent accidents, and reduce crimes involving stolen firearms.

Mayor Ganim is one of seven local officials that serve on the leadership team for the Gun Safety Consortium with participants from ten states and twenty-nine jurisdictions. In his role, Mayor Ganim expressed his commitment to leverage the combined purchasing power, research, and expertise of the Consortium to encourage gun safety innovation and to address the problem of unsecured guns throughout the nation.

Over the last six months, law enforcement officers have conducted hands-on evaluation of four available or emerging gun security products. The Consortium has screened, purchased, and distributed locking devices to participating jurisdictions, and several dozen law enforcement officers are analyzing each product and using them while off duty. Each of the products being evaluated was developed by startup companies.

A panel from cities representing the consortium will continue to identify the most promising products and will review the products with members of police departments.

Mayor Ganim stated, “This is just one step in the right direction to help keep illegal firearms off our streets so they can’t be used in the commission of a crime. These safety products also prevent accidents or gun related incidents that may take place in the home.  If we can’t change legislation, we as local leaders can take action by making products to protect our community.”

BRIDGEPORT, CT – The City of Bridgeport Department of Public Facilities (DPF) announces that ‘The Pothole Killer’ has returned and has already begun repairing potholes in the Park City on main and highly traveled roads. The City of Bridgeport has leased the repair tool for two to three weeks which will allow for the DPF crew to fill each pothole in two minutes or less. BRIDGEPORT, CT – Mayor Ganim announced to Bridgeport residents that UI customers can expect to see a line item credit on their monthly statement.   If UI does not appeal, this credit will be returned to the rate payers over the period of  August 1, 2021 through July 31, 2022.

Mayor Ganim, stated, “I want to thank the oversight board and the Public Utility Regulatory Authority for forcing the UI Company in Bridgeport to pay back the residents and ratepayers after the way they mis-handled the storm.  It was a terrible tragedy; I can remember being with seniors and people with disabilities who did not have access to elevators for two or three days and experienced loss of power which caused, among other things, food going bad.   This is a victory for our residents.   I’m happy for the ratepayers that will finally get some money back in their pocket.”

On August 4, 2020, Tropical Storm Isaias caused extensive damage in Bridgeport and the State of Connecticut. After delayed response by UI to restore power and address downed wires and trees, causing further delay in emergency assistance, Mayor Ganim stood at 2400 North Avenue with some of the City’s most vulnerable senior residents, and demanded an improved response by United Illuminating.   Ganim also requested United Illuminating Company (UI) to develop a plan to improve their response and communications during significant weather events.

As requested by Governor Lamont, PURA conducted an investigation and concluded that UI and Eversource were both ill-prepared and unresponsive in their managing of power outages due to Storm Isaias.  The investigation resulted in penalties in the amount $2,141,470 to UI and $30,025,022 to Eversource.

In addition, UI and Eversource were also ordered to develop a process to identify and track life support customers, which are customers that require electricity for life-maintaining conditions. In the future, Connecticut power companies will incorporate a formal process to contact life support customers before, during, and after storms.  The process must include updates to each municipality for the life support customers and provide daily communications during the storm event.

HEROIC ACTIONS OF EIGHT BFD MEMBERS RECOGNIZED DURING HARTFORD HEALTHCARE ST. VINCENT’S EMS VALUES AWARDS

BRIDGEPORT, CT – The heroic actions of eight Bridgeport Fire Department members were honored at the Hartford Healthcare St. Vincent’s Medical Center EMS Values Awards. The ceremony spotlights Emergency Medical Services providers that demonstrate the core values of integrity, compassion, accountability, respect, and empathy while providing selfless service that is patient focused.

“Firefighters are trained and ready to step in and help at a moment’s notice. From administering vaccines, responding to medical emergencies, to fighting raging building fires -- they are here for us. Both crews of heroes acted quickly and professionally, saving lives,” stated Chief Thode.
“As we mourn the loss of our brother Firefighter in New Haven, we are constantly reminded of the selfless dedication that Firefighters everywhere, and especially here in Bridgeport, demonstrate every day. I am immensely proud of all of them.”

September 25, 2020, Bridgeport Fire Department Ladder 6 responded to a medical call at 1069 Connecticut Ave for a patient bleeding from a laceration to his left arm. When Ladder 6 arrived, they found a man bleeding profusely from an avulsion to his upper left arm. The injury impacted the major blood vessels in his arm and detached the biceps muscle from the bone, cutting through ligaments and tendons. The BFD crew performed necessary medical interventions; such as direct pressure, wound packing, pressure bandages, and a tourniquet. The swift thinking and decisive actions of Ladder 6 saved the patient’s life and his arm.

June 19, 2020, Bridgeport Fire Department Ladder 11 was dispatched to 2407 Fairfield Avenue for a traumatic injury. Upon arrival, they found a 4-year old child lying in the parking lot of a laundromat. The child had accidently raised the power window in the car he was in, cutting off circulation in his neck. A Good Samaritan broke the car window and removed him from the car just as Ladder 11 arrived. The child was unconscious with no discernable pulse. BFD members initiated chest compressions and administered oxygen. After approximately one minute, the child started to gasp, move a bit, and a pulse was detected. Medics arrived afterward and the child was transported in critical condition. The child later fully recovered and was released from the hospital.

The eight Bridgeport Fire Department members that were recognized include (pictured, from left to right):
Firefighter Richard Rivera  - Ladder 11 D
Firefighter Walter Medina – Ladder 11 D
Firefighter Jonathan Colon – Ladder 11 D
Firefighter Patrick Burlison – Ladder 6 B
Firefighter Luis Rodriguez – Ladder 6 B
Firefighter Herbie Meghie – Ladder 6 B

Lieutenant Timothy Shepard – Ladder 11 D
Lieutenant Damaso Morales – Ladder 6 B

CITY OF BRIDGEPORT RECEIVES $110 MILLION IN AMERICAN RESCUE PLAN ACT FUNDING

RESIDENTS AND BUSINESS OWNERS REQUESTED TO PROVIDE FEEDBACK ON HOW TO SPEND THESE DOLLARS

BRIDGEPORT, CT – The City of Bridgeport has been awarded $110 million dollars in federal funding provided by the American Rescue Plan Act to be expended through 2024.  Last evening, the City Council voted to accept and expend American Rescue Act funds according to the eligible uses outlined within the legislation.

The funds are intended to address the needs and priorities of the community in this historic opportunity to repair the setbacks and challenges caused by COVID-19. The City of Bridgeport is seeking input through an online survey from residents, business owners, and organizations until June 25, 2021. Individuals are asked to propose ideas and make suggestions as to how the City should spend the American Rescue Plan funds. To complete the survey, visit bridgeportct.gov/arp or click here.

In addition, City Council will host a public hearing on Tuesday, June 15 at 6:00pm so that residents and business owners can suggest appropriate uses under these guidelines that will best benefit the City.

The American Rescue Plan Act lays out four general areas where the funds can be spent:

To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality
To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers
For the provision of government services to the extent of the reduction in revenue due to the COVID–19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency
To make necessary investments in water, sewer, or broadband infrastructure.

The Budget and Appropriations Committee hosted two Special Meetings May 25 and June 3 to learn more about the Act and its appropriate and possible uses. Many Council members participated and offered amendments to item 76-20, which the Committee then approved June 3.

“We want to get these monies into the hands of the people and agencies who have been helping our community recover as soon as possible,” said Budget co-chair Ernie Newton.  “And, we want to make sure that we can allocate the funding with as little bureaucracy as possible.”

Added Budget co-chair Scott Burns, “We want to make sure we leverage these funds to get the most and longest impact out of these funds.  But we also want to make sure the public knows where these dollars are going and what impact they are delivering.”

“This is an opportunity to leverage more resources and assistance for our city’s homeless population,” said Budget committee member Jeanette Herron.

Connecticut Senators Richard Blumenthal and Chris Murphy and Congressman Jim Himes advocated strongly to make sure Bridgeport and Connecticut get their fair share of the ARP funds.  “I’d like to thank our Congressional leaders for making sure that Bridgeport gets this money, since Covid-19 hit our community as hard as any in the nation,” said Council President Aidee Nieves.  “It will give us a chance to bounce back.”

Mayor Ganim stated, “I appreciate the time and attention the council gave to reviewing the eligible uses of the American Rescue Plan. I look forward working with the council to fund current programs and new initiatives in an effort to re-energize our local economy and provide meaningful programs for our residents.”

“GUN BUYBACK” EVENT HOSTED IN RECOGNITION OF NATIONAL GUN VIOLENCE AWARENESS MONTH

BRIDGEPORT, CT–  The Bridgeport Police Department has partnered with the Council of Churches of Greater Bridgeport and Swords to Plowshares to host a “gun buyback” event on Saturday, June 12th from 10am until 2pm at the Community Services Building located at 1395 Sylvan Avenue. Guns may be turned in anonymously in exchange for gift cards.

Participants can receive up to $50 for a shotgun/rifle, $200 for a handgun/revolver and $250 for an assault rifle.  Guns must be operable and unloaded and secured in a bag or container.
The gun buyback is being sponsored by the Council of Churches of Greater Bridgeport in partnership with Swords to Plowshares Northeast. The goal of the buyback event is to take unwanted guns out of homes and off the streets, and to promote responsible gun ownership and gun safety. Free gun locks will be available at the event.

Officials for the Council of Churches stated, “As June is National Gun Violence Awareness month, it is important to consider those who might be particularly vulnerable with a firearm in the home – children, victims of domestic violence and those suffering from mental illness and dementia. Turning in unwanted guns is a critical step toward making the community safer.”

“If you know a family member or friend that has an illegal weapon, this is a good time to take action and take that firearm before it can be used in a crime or an act of violence,” stated Acting Chief Garcia.
Bridgeport Police advise that there is no appointment necessary, no ID required, no questions asked.   When participants arrive to the event with the secured firearm(s), preferably in the trunk - notify an officer on site who will safely remove the firearm(s) from your vehicle for the buyback. Children are not permitted to attend the event.

How to Secure a Permit for an Outdoor Event in the City of Bridgeport

Anyone hosting an event on public property or in city parks must apply for a permit in the City of Bridgeport. Whether the event is free or ticketed, open to the public, or invitation only, all events organizers must apply and be approved. Depending on the event, permit approval may require several departments, so officials ask that you submit your request a minimum of 30 days in advance.

To begin the application process, click here. Events hosted in city parks, on city property, or in city buildings must follow any and all city and public safety guidelines, including closure times, noise ordinances, and COVID health safety protocols.  All relevant guidelines will be outlined upon approval of each individual event permit.  Below is the outline of the Permit Process that can also be found here https://bridgeportct.gov/eventpermit.

1. Start by filling out the online form. Your email form will be automatically routed to the appropriate staff.

2. After successfully completing the form, Director of City Events will schedule a Zoom or in-person meeting with you to evaluate the needs of your event.

3. Each Department will provide the organizer a checklist of documents and information required to proceed with the event.

4. If your event is hosted in a city park, it must then be approved by the Board of Park Commissioners.

Your application will trigger the Parks Department to add your event to the agenda in order to obtain approval. The Board of Park Commissioners meets every second Tuesday of each month.

5. Once the organizer has obtained approval by the Parks Board and/or City Departments, the following process takes place

GOVERNOR LAMONT INCLUDES $7M GRANT TO REHAB SIKORSKY MEMORIAL AIRPORT FOR OPERATIONS ON JULY BOND COMMISSION AGENDA

TAILWIND RECEIVES FAA “OK” FOR COMMUTER FLIGHTS FROM BRIDGEPORT

BRIDGEPORT, CT – City of Bridgeport announces that Governor Lamont has included a 7-million-dollar grant to fund improvements at the Sikorsky Memorial Airport on the July State Bond Commission Agenda scheduled for Friday, July 23 at 10am. The Economic and Community Development grant would primarily fund pavement rehabilitation on Runway 11-29, fence installation, as well as an environmental assessment and initial design of additional revenue-generating opportunities at Bridgeport’s Sikorsky Memorial airport.

Mayor Ganim stated, “Continued investment in the airport is critical. These grant-funded improvements are a first step in pursuing the necessary changes to support the potential return of commercial passenger service in Bridgeport. Additionally, the long-awaited funds will ensure enhancements for existing tenants, attract new operators, and further advance our city as a hub for transportation.”

“Officials on the federal, state, and local level have been working tirelessly toward this success,” said Himes. “Today, we’re one important step closer to improving quality of life for our neighbors in Bridgeport and around the region with commercial passenger flights that will grow businesses and bolster our economy.”

In addition to the Governor’s announcement, charter operator Tailwind has received FAA approval to conduct scheduled shuttle service between Long Island, Boston, to New York City and the region – including Bridgeport’s Sikorsky Memorial Airport.  *Tailwind is not regularly scheduled commercial passenger service (like Jet Blue or Delta). This new activity is more akin to a scheduled charter flight with affordable one-way fares designed to reduce peak rush hour travel in the Bridgeport area.

With Tailwind’s recent FAA approval, Airport Manager Michelle Muoio will join Tailwind’s CEO to request the Airport Commission’s official approval for operations out of Bridgeport’s Sikorsky.  In the meantime, Tailwind has received temporary authorization for flight activity as of July 29, 2021.

Sikorsky Memorial Airport currently supports a diverse set of general aviation users and is ranked as an airport of “National Importance” according to the FAA’s most recent National Plan of Integrated Airport Systems (NPIAS). The Department of Economic and Community Development grant will assist the airport in continuing to function as an important national aviation asset and will support various local employment and education opportunities.

CITY OF BRIDGEPORT ANNOUNCES $25 MILLION AVAILABLE FOR FUNDING OPPORTUNITIES THROUGH
THE AMERICAN RESCUE PLAN

BRIDGEPORT NONPROFITS & SMALL BUSINESSES ENCOURAGED TO APPLY

BRIDGEPORT, CT – The City of Bridgeport announced today that it is making $25 Million available to Bridgeport small businesses and non-profit organizations through the American Rescue Plan. This first release of funding is part of the $110 million awarded to Bridgeport as part of the American Rescue Plan to respond to the negative impacts of the COVID-19 pandemic.

Earlier this summer, the City of Bridgeport sought public input on how to spend the American Rescue Plan Act funds through a public comment period, consisting of a community input survey— which ran for three weeks in June— and a public hearing before the City Council on June 15th.  The survey and public hearing were designed to ensure that the allocation of the ARP funds appropriately reflects the priorities of the Bridgeport community.  The City is now seeking proposals from small businesses and non-profits in the following areas:

Small Business Relief

Small Business Expansion
Storefront Improvements

NON-PROFIT SERVICES

Affordable Housing, Rental Assistance, and Homelessness Assistance
Visual and Performing Arts
Domestic Violence, Mental Health, and/or Addiction Services
Faith Based Initiatives
Nutrition Insecurity
Public Safety & Crime Prevention
Residential Weatherization Services
Workforce Development
Youth and Education
Community Health Services
Second Chance and Reentry

HOW TO APPLY

Each request for proposals is available on the City website at www.bridgeportct.gov/arp, and Bid Sync: https://www.bidsync.com/DPX?ac=powersearch&srchoid_override=127467
Each area of funding has its own set of programmatic/expenditure parameters, eligibility requirements, and funding ranges.
Grant awards will only be given to Bridgeport-based small businesses and non-profits.
All awards for programming under the ARPA grant must demonstrate either an expansion of existing services or new/innovative programming.

Two hard copies of applications for funding are due to the Purchasing Department by no later than 2 P.M. on August 31, 2021.   Late applications will not be considered.

NEXT STEPS

Once all applications are submitted, selection committees for each RFP consisting of three or more non-conflicted representatives from pertinent city departments, the City Council, and the community will be convened to review the applications for each area of funding.
Selection committees will approve awards for the first year of funding, with the potential for non-profit service contracts to be renewed for an additional two years if funding is available and if the grantee has complied with program requirements and reporting.

Additional City ARP Allocations:
In addition to the small business and nonprofit opportunities, the City has committed the following allocations with the American Rescue Plan Act funds:

$100,000 over four years for additional summer youth hiring.
$600,000 over four years for additional programs for Mayor’s Summer Youth Initiative.
$500,000 for relocation assistance to assist Bridgeport residents facing eviction.
$8 million to the WPCA for the design of the new West End wastewater treatment plant to offset the financial burden on ratepayers.
$8 million for broadband infrastructure across the city, (RFP to be released at a later date).

The City continues to explore other measures to address priorities in the Bridgeport community, including flooding issues, improving city cleanliness, providing additional social services, and expanding healthcare access through a new community-based clinic.

Mayor Ganim stated, “The American Rescue Plan funding gives us an important opportunity to reset and to bring the City of Bridgeport back better and stronger than it was before the pandemic. I strongly encourage the members of our small business and non-profit communities to come up with creative and innovative proposals to address the negative impacts of COVID-19 in Bridgeport. Together, we can create lasting change for our city and its residents.”

Council President Aidee Nieves stated, “We are very excited to announce these funding opportunities for our Bridgeport small businesses that were negatively impacted by COVID-19, as well as our non-profits that have worked very hard over the last two years to address the challenges that our community faced throughout the pandemic. My hope is that many businesses and organizations will apply for funding across the city, and that we will see tangible results for our residents.”

About the American Rescue Plan: The Federal Government, through the American Rescue Plan, has allocated $350 billion in direct funding to eligible state, local, territorial, and Tribal governments to respond to the COVID-19 emergency. The City of Bridgeport has been allocated $110 million to spend through December of 2024. Funding must be used to help respond to and recover from the COVID-19 pandemic in accordance with guidelines from the U.S. Treasury Department.

BRIDGEPORT, CT – City of Bridgeport Department of Public Health reports that evidence of West Nile Virus was uncovered in a sample of mosquitos collected by the Connecticut Agricultural Experiment at the Beardsley Zoo.   In response, Director of Heath Ebony Jackson-Shaheed reminds residents to participate in ‘Fight the Bite;” a health initiative which provides resources and educational materials to inform residents of risk factors associated with mosquito breeding and to prevent cases of mosquito-borne illness in the City of Bridgeport.
West Nile Virus is commonly spread to people by the bite of an infected mosquito and may cause West Nile Fever which includes symptoms such as body aches, joint pains, and rashes. MAYOR GANIM ANNOUNCES REQUIRED USE OF FACE MASKS IN THE CITY OF BRIDGEPORT

MASKS MUST BE WORN INSIDE PUBLIC SPACES OR ESTABLISHMENTS IN AN EFFORT TO STOP THE SPREAD OF COVID-19

BRIDGEPORT, CT – Today Mayor Ganim signed Executive Order No. 4 which requires all individuals in the City of Bridgeport to wear facial masks while indoors at any public places and/or in any business.
(Executive Order attached.)

Effective August 11th, 2021, Mayor Ganim requires the use of masks or protective face coverings in accordance with the Center for Communicable Diseases (CDC) and other federal and/or State of Connecticut guidelines when attending public indoor venues.   Indoor venues includes any establishment where patron attend inside such as restaurants, grocery stores, theaters, gyms, and/or retailers.  In addition, the use of masks in public parks is also recommended especially in instances of gatherings.

Required to wear masks in indoor settings. Including municipal buildings, and businesses.
Recommended to wear masks at parks, and settings where social distancing is not possible.

Health officials state that face covering should have 2 or more layers of protection covering the nose and mouth in order to be effective.

The most effective way to protect against COVID is getting vaccinated.  In addition, requiring all residents and visitors to wear face masks or face coverings in public venues is another line of defense to prevent contracting the COVID virus or spreading the virus to other persons.

Mayor Ganim stated, “We can’t afford to take a step back to closures or capacity mandates - but we can use better judgement and make an easy adjustment to our own behaviors by simply getting vaccinated, and return to putting on a mask.  The masks will help in any situation for those that are vaccinated, not vaccinated, individuals that are vulnerable, and specially to help stop this virus from spreading to a child that is not eligible for the vaccine.  Bridgeport did this together last year under more uncertain times – we can do this again to protect each other and stop the spread of this virus in our city.”

“To protect yourself from COVID-19 it’s important to implement all preventative measures. Get vaccinated, wear your mask, wash your hands, social distance, and get tested. New studies have shown us that regardless of vaccination status the Delta variant is highly transmissible, so all should adhere to masking and social distancing protocol. Protect yourself and your community with all measures provided to maintain health,” stated Acting Health Director Ebony Jackson-Shaheed.

MAYOR GANIM JOINS 368 LEADERS FROM ACROSS THE COUNTRY TO SUPPORT INFRASTRUCTURE LEGISLATION ANNOUNCED BY PRESIDENT BIDEN

BRIDEGPORT, CT – Mayor Ganim joined 368 leaders from cities and towns throughout the country during a virtual conference with the United States Conference of Mayors and the National Urban League to encourage Congress to pass the bipartisan infrastructure bill announced by President Biden.  The bipartisan group of mayors sent a letter in support of the Infrastructure Framework to Leader Schumer, Speaker Pelosi, Leader McConnell, and Leader McCarthy; viewable here.   The letter and virtual conference both outlined the need for immediate action and the historic opportunity to reinvest in communities with the largest long-term investment in infrastructure in nearly a century.

“This is a unique opportunity to make a lasting impact on our city and throughout the country. We will be able to make meaningful progress on infrastructure projects if this legislation is passed – projects which will improve our quality of life, public safety and transportation, and strengthen the economy and our communities,” stated Mayor Ganim. “We urge Congress to support and pass this significant bipartisan bill to make our cities more resilient and sustainable while creating jobs and addressing so many of the needs and concerns of those that we serve.”

Executive Member of the USCM, Houston Mayor Sylvester Turner stated, “There is no doubt that our cities are the heartbeat of this country. We are the nation’s economic engine, and we are the hub of creativity and innovation. But American cities cannot be expected to thrive with failing infrastructure and an aging transportation system. We are long passed the point where we can simply apply band-aid solutions and then hope for the very best.”

The Bipartisan Infrastructure Framework will provide funding for public transportation, roads, bridges, passenger and freight rail, drinking water and wastewater, clean energy and electrification, legacy pollution cleanup, cyber-attack and extreme weather-resiliency, and universal broadband access.

CITY OF BRIDGEPORT FINANCE DEPARTMENT PRESENTED HIGHEST AWARD IN GOVERNMENT FINANCIAL REPORTING

BRIDGEPORT, CT – Mayor Ganim joined City Finance Director Kenneth Flatto to congratulate the Finance Department on receiving the Certificate of Achievement for Excellence in Financial Reporting Award. Presented by the Government Finance Officers Association (GFOA), this Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting.

The Award is based upon a GFOA review of the Comprehensive Annual Financial Statements of the City and was judged by an impartial GFOA panel to ensure the highest standards of the program are met. This process includes demonstrating a "spirit of full disclosure" to clearly communicate its financial results to the City Council and public.

Mayor Ganim stated, “We commend the accomplishments of the Finance Department which are clearly exhibited by receiving this Award.  A completely clean audit opinion from outside auditors demonstrates the competence and effectiveness of our Finance Department and their operations.”

Finance Director Flatto stated, “We are very pleased to get this Award which demonstrates our fiscal responsibility and the strong work ethic of the Finance Department.”

BRIDGEPORT POLICE DEPARTMENT AWARDED POST-C ACCREDITATION, RECOGNIZED FOR SUCCESSFUL COMPLIANCE TO STATE STANDARDS

BRIDGEPORT, CT – Mayor Ganim joins Chief Garcia to acknowledge the achievement of Tier I Connecticut Police Officer Standards and Training Council (POST-C) State Accreditation by the Bridgeport Police Department. POST-C State Accreditation is designed to provide Connecticut law enforcement agencies with a process which demonstrates the ability to provide accountability, transparency, and quality services by police officers in the communities they serve.

Mayor Ganim stated, “Public safety remains top priority for the City of Bridgeport and its residents. Joining the State of Connecticut’s POST-C Accreditation program is a testament to our Bridgeport Police Department and their ability to perform under high standards which will shape into lasting practices and positively contribute to the Department’s commitment of serving the community.”

Chief Garcia stated, “This is a very proud moment for the Bridgeport Police Department as we have accomplished a significant milestone.  The Bridgeport Police is the largest police department in the State of Connecticut to accomplish this goal.  Becoming accredited brings us closer to our mission of becoming even more transparent, practicing best practices and establishing better relationships with our community members.”

State Accreditation Standards guide agencies towards meeting the following goals:
Strengthening crime prevention and control capabilities
Formalizing essential management procedures
Establishing fair and non-discriminatory personnel practices
Improving service delivery
Solidifying interagency cooperation and coordination
Boosting citizen and staff confidence in the agency

The City of Bridgeport Police Department began the process of seeking this professional achievement in 2017 which began with an application and self-assessment phase followed by an on-site assessment by a trained assessor, and the POST Council review and decision phase. Daigle Law Group was hired by the Bridgeport Police Department to aid in the development of effective and constitutional policing practices which have been uploaded to the City of Bridgeport website where the public has been invited to provide feedback. State Accreditation will require yearly reporting and reaccreditation in four years. Bridgeport Police Department will immediately begin the process of seeking Tier 2 State Accreditation.

MAYOR GANIM, CITY OF BRIDGEPORT ANNOUNCES REVIEW COMMITTEES FOR AMERICAN RESCUE PLAN

COMMITTEES COMPOSED OF NON-CONFLICTED CITY EMPLOYEES, CITY COUNCIL REPRESENTATIVES AND COMMUNITY MEMBERS

BRIDGEPORT, CT – Mayor Ganim announces that twelve committees composed of seventy-seven community members have begun reviewing applications submitted for funding available through the American Rescue Plan Act in the City of Bridgeport.

In August, after several weeks of public input, the City of Bridgeport released thirteen Request for Proposals (RFPs) for funding through the American Rescue Plan Act for Bridgeport-based small businesses and non-profits. Almost seven hundred applications were submitted and are currently being reviewed by non-conflicted selection committees composed of city staff, City Council representatives, and community members. The committees have already made some decisions on grant dollars to be received by Bridgeport small businesses and non-profits and the first announcements regarding allocations for several of the RFP categories will occur this month.

Mayor Ganim stated, “I am pleased that the ARP committees have begun the hard work of reviewing over 600 applications received by the City. I have utmost confidence that the members of these various committees will ensure that the ARP money is distributed in a way that lifts up our community in the wake of COVID-19 and sets Bridgeport on a path for future growth, development, and success.”

Council President Aidee Nieves stated, “The City of Bridgeport’s ARP committees are diverse, representing many different neighborhoods, areas of expertise, and affiliations. We wanted to bring everyone to the table to ensure that the decision-making process was equitable and represents the many interests of the residents of Bridgeport.”
